The Lagoon Is Getting Better. That's Exactly When We Tend to Blow It.

For about a decade, writing about the Indian River Lagoon meant writing an obituary in installments. Seagrass gone. Manatees starving. Brown water. Fish kills. If you've lived here longer than fifteen minutes, you have a version of the sentence that starts "you should have seen it when—"


So let's do something different and lead with the good news, because there finally is some.


The St. Johns River Water Management District's aerial mapping survey found seagrass coverage across the lagoon system grew by more than 7,000 hectares between 2023 and 2025 — roughly 17,000 acres. For scale, that's something in the neighborhood of 13,000 football fields of the exact plant whose disappearance nearly ended this estuary.


That is not a rounding error. That is a system responding.


Now here's the part that will annoy people, and it should.


Recovery is the most dangerous moment a restoration project ever has

Not collapse. Recovery.


Because collapse is loud. Collapse gets referendums passed and sales taxes approved and county commissioners suddenly very interested in wastewater infrastructure. Dead manatees on the evening news move budgets in a way that spreadsheets never will.


Recovery is quiet. Recovery is a chart that goes up and to the right, and a room full of people who now have a very reasonable-sounding argument for spending the money somewhere else next cycle.


We have been here before. Not with this lagoon specifically, but with every environmental fight that ever got 60% of the way home and then got bored. The recovery number becomes the justification for slowing the work that produced the recovery number.


Why the seagrass came back

It wasn't luck and it wasn't one thing. It was a decade of extremely unglamorous plumbing.


Septic-to-sewer conversion is the headline item. Somewhere north of 300,000 septic systems are permitted across the six counties along the 156-mile lagoon, and in Indian River and Martin counties septic historically handled more than half of all wastewater disposal. Every one of those systems is a slow nitrogen faucet pointed at the groundwater, and the groundwater goes where it always goes.


So: Vero Beach voted to expand septic-to-sewer work into unincorporated Indian River County, using Septic Tank Effluent Pump technology to route household waste into the centralized system, with credits offered to residents in designated basins to offset conversion cost. Indian River County has multiple conversion phases in flight — North Sebastian among them — with a community meeting cycle attached to each. Muck dredging is pulling decades of oxygen-eating sediment off the bottom. Stormwater systems are being rebuilt. Advanced wastewater treatment upgrades are moving through design phases up and down the corridor.


None of that photographs well. All of it worked.



The number that should keep you up

Here's the counterweight to the seagrass headline, and it's the reason "we're fine now" is the wrong conclusion.


Between August 2024 and August 2025, there were 182 wastewater spills into the lagoon or into waters feeding it. They ranged from five gallons to more than three million gallons.


Read that again. One hundred eighty-two.


Small spills get contained. Large spills dump a season's worth of nutrients into a system that just spent three years clawing its way back. They can bring harmful algae blooms, seagrass die-off, fish kills, and bacteria loads that make the water genuinely unsafe.


Which means the gains are real and the gains are fragile at the same time, and both of those things being true is not a contradiction. It's just how estuaries work.


What this actually costs you, the homeowner

Time for the part of the environmental story that never makes the fundraising email.


Somebody has to pay for this. In practice, a lot of that somebody is you.


If you're on septic near the lagoon, you're likely looking at a conversion or an advanced-treatment upgrade on a timeline set by somebody else. There are grant programs, credits, and cost-share arrangements — and in some watersheds, compliance deadlines that have already been on the books for years. The assistance is real. It is also, for many households, not the full number.


That's the honest tension. The lagoon is a public asset restored substantially through private household expense, imposed unevenly, on people who did not choose their home's wastewater system. If you want to know why septic-to-sewer meetings get heated, that's why. Anyone who tells you those homeowners are just being difficult hasn't priced the work.



The ask

Three things, and they're small.


Know your basin. Your county utility department can tell you whether your property is in a current or planned conversion phase, and what assistance exists. Knowing early is worth actual money.


Show up to one meeting. Not a rally. A utilities meeting. That's where the schedules and the cost-share percentages get decided, and they are decided in front of almost nobody.


Report the water. Discoloration, odor, a fish kill, a bloom. The 182-spill count exists because people report. Systems that nobody watches don't get fixed.


The lagoon is doing something we haven't been able to say in years: getting better. Let's not celebrate our way back to brown water.
